Free development advice practically educated

From October 2, 2023, the government has opened the subsidy scheme Development Advice Practical Educated for an amount of € 700, = per participant. This scheme makes it possible for people aged 18 and over with a completed education at a maximum MBO 2 level to receive free development advice. The importance of lifelong development will only increase in the coming years. As a result of technological developments, the rate at which jobs are disappearing is increasing, but the content of jobs is also changing and new jobs are being created. These changes particularly affect workers and job seekers at the bottom of the labor market, especially where tasks consist mainly of routine work.

Career counselor support in practice

Development counseling is a type of career counseling program, which consists of a minimum of 5 counseling hours spread over at least 3 contact moments. During the process, the career counselor focuses on the following issues, among others:

  • What does the situation look like?
  • What desires does a person have regarding work?
  • What competencies, qualities and skills does a person have?
  • Where do interests lie, what does someone like?
  • What gives and what takes energy?
  • What obstacles and bottlenecks does a person encounter?
  • How can a person address their personal issues and limitations, for example, in energy levels, personal and family situations, or in learning, computer and language skills.
  • How can a person develop further in their own or other work?
  • What opportunities for retraining and continuing education are available?
  • Offering tests, exercises and/or assignments to increase insights into aspects such as drives, qualities and abilities.
  • Mapping current labor market position and future prospects.
  • Providing insight and practical help in determining the next step(s) in the employee's career. And thereby allowing the employee to take control of the career in their own hands.

An interview report is made by the career counselor and a development plan is drawn up with or by the employee that he can work on further on his own.

The development plan

The development plan includes concrete actions that the participant can deploy in the short or long term to work on their agility and sustainable employability. This development plan contains at least the following information:

  • Who is taking what short- and long-term actions to be better prepared for the future?
  • When and how can action be taken?
  • Opportunities to address personal development issues and current limitations in such areas as energy levels, financial, personal or family, learning and language skills.
  • If applicable: advice on using experts/experts to overcome the above barriers.
  • What (im)possibilities are there to improve one's labor market position through retraining or upskilling?

Sample situations

To give you an idea of the applicability, we give you some practical examples that occur regularly among unskilled and practically trained employees:

Example: an employee "often tiptoes around" but still keeps biting into his work out of fear of the future he does not oversee.

Example: An employee has been sick for 5 months/has regular absences/takes regular days off to recuperate. You doubt the sustainability of his commitment, but he continues to "struggle" and still returns to his own work each time.

The entire process is handled by Puls : from registration to processing the grant application. As an employer, you will not receive feedback on the trajectory; the career counselors recommend and encourage participants to discuss the outcomes of the trajectory with the employer/manager.
